At the top of the hill which the city of Neviisi covers in its sprawling streets and infrastructure is a massive building shaped like a four pointed star if viewed from above. It was built in 680 Age of Nations so that the representatives of the Jalar Union could live and perform Kaamine in one place. Each of the four states of the Jalar Confederation gets one of the triangular wings of the building where their representatives and the families of those representatives live and exist at large. Each wing is by itself quite enormous, capable of hosting over 500 residents not including staff required to clean, cook and attend those living there. The wings are large enough that the difference in height between the point and the base of the triangle where it connects to the center of the building is well over thirty feet. Currently each State has between 20 and 50 representatives leaving exorbitant amounts of extra space that at first appears strange or wasteful. However, when the city of Neviisi was first becoming the primary capital of the Jalar Confederation there was much political discussion over the addition of defensive measures for the city now that it would become a place of interest. One of the first votes taken in the first Kaamine in Neviisi was to divert budget for a wall to a newly proposed budget for a kind of “super keep” that would function as the home for the representatives when the city is not under siege. Ever since, whenever a new budget for wall construction is proposed it is shot down thanks to the high cost which continues to climb as the city grows and sprawls. Thus this extra room is theoretically there to support the full city’s retreat into the huge building. Unfortunately at this point if such an event were to occur the majority of the common folk would be left to fend for themselves.
The center of the star like shape of the Four State Kaamine Building is a cylindrical room around 100 feet in diameter and 50 feet tall with three floors: each being enterable from the same floor in each of the four points they connect to. Each floor is really a wrap around platform that stretches about 40 feet from the wall and contains substantial seating. In the center is a large raised dais where one or more speakers can address the room which theoretically holds up to a thousand individuals when all floors are full. The room has never been even close to capacity however, and generally only the bottom floor is required to host all current representatives.
Each point of the star is themed uniquely from its counterparts based upon the culture of its people and important historical events. Flags, banners, tapestries and Chip Mosaics can be found on many surfaces and beautiful carpets line the stone floors everywhere except the lower servant quarters. Even these however, are quite luxurious as far as living and convenience spaces go for help. Long kitchens sit in each basement where 70 foot tall chimneys pipe smoke from a space half underground to the sky above the building. Surrounding each kitchen are the servants’ rooms which host a bed, trunk, dresser and a personal lavatory/bath. A connecting hallway surrounds the living quarters and has many stairwells which ascend into most areas of the hallways above so that anywhere a servant is needed or must step away they can do so in less than 50 feet.
